The State of MO Workforce Survey is an essential tool designed to provide actionable insights that help us maximize your team member experience. Its purpose is to create a workplace culture that not only improves your daily work life, but also directly enhances the service we deliver to those we serve.
This survey is your chance to use your voice to help us build a better workplace. We’ll be measuring key areas like Empowerment and Culture to understand what’s working and what we can improve. Your feedback is the roadmap that will give our leaders the data they need to drive positive change and ensure we are focused on what matters most to our team members.
An email invitation from Qualtrics containing the survey link will be sent directly to your state email. The email will show it is from “State of MO Workforce Survey”

Raw data is restricted within the OA Strategy & People Analytics team to ensure security and confidentiality. Your personal information is confidential and will not be shared in any way that would make your response identifiable to your leadership. This distinction is key to protecting you while still allowing for meaningful and accurate data analysis.
The Division of Personnel, in collaboration with external experts, statewide focus groups, the Governor’s Office, and key stakeholders within the state, identified these survey questions because they will provide valuable insights into understanding the State’s workforce.
The Division of Personnel hosted several statewide focus groups to hear directly from our team members on what can be done to build trust, transparency, and better communicate about the program. Human resource and operational excellence professionals also provided feedback and insights.
The decision to make this change now is a direct result of past feedback from team members, who felt previous surveys were too long, too frequent, and that the data was difficult to use. In collaboration with the Governor’s Office, we’re committed to ensuring this survey program matures and evolves to truly meet the needs of our workforce, making it a valuable tool for driving positive change.
The survey measures four key themes that are essential for a thriving workplace:
Culture: Focuses on belonging, respect, collaboration, and shared values. Evaluating workplace culture offers leadership vital insights into how employee experiences align with organizational health processes and contribute to its overall well-being. This is essential for fostering a thriving, productive environment.
Direction: Addresses alignment with departmental goals, vision, and belief in future outcomes. Evaluating how well team members understand and connect to the direction of the department will help leadership know the impact of the department initiatives. This is a key metric for more informed strategic planning within the department.
Empowerment: Evaluates resources, team member autonomy, development, recognition, and productivity. This is a key metric to evaluate how much control and autonomy team members feel they have in their day-to-day role and overall career within the state.
Leadership: Evaluates trust, support, communication, feedback loops, and change navigation. Evaluating team members’ experience with leadership in their department will provide insights into how supported they feel, the level of trust they have, and the effectiveness of the people leaders.
Department leadership can use this data, along with other data sources and anecdotal evidence to identify key areas of strength and areas for improvement. The Qualtrics dashboard has built-in action guides to support leadership in their decision making and action planning.
Yes, departments will be able to submit questions during the reconnect survey, released six months after the comprehensive annual survey.
Team members will receive the initial Statewide announcement, invitation to take the survey, and up to two reminders, only if they haven’t taken it. Departments may send additional communication to their team members to convey results and department action items.
The Division of Personnel will closely monitor the program and make incremental changes as needed, to ensure the program matures and evolves to meet the State’s needs.
One comprehensive survey will be distributed annually. There are plans for departments to reconnect with a shorter survey mid-way through the year.
Executive department leadership will be provided with templates they can use to communicate department results and action items to their team members.
The survey does not include self-identification questions because it uses a confidential format. Details such as department or division are automatically captured by the system. This helps keep the survey brief while ensuring data accuracy. Individual responses and raw data will not be shared, and results will only be shown when there are five or more responses.
The survey was designed to focus on quantitative (Likert scale) questions to ensure consistency and confidentiality. This format will allow for easier analysis and identification of trends.
The survey link needs to come directly from Qualtrics, so make sure to direct all team members to the Qualtrics email they personally received to take the survey and do not share a link or create a QR code.
There are resources, such as a flyer and social media graphic, located on the Resources page of the State of Missouri Workforce Survey website. Please do not alter the flyer, such as adding a QR code, as the survey link needs to come from directly from Qualtrics.
